New Estonia legislation for online gambling

Estonia has changed legislation on online gambling to more strict laws, but they still seem to fulfill EU legislation, allowing the law to be implemented at the beginning of next year.

The new legislation for online casinos and online gambling in Estonia are approved by regulators and will be implemented in January 2010. The Estonia Gambling Act recognizes the licenses of internet gambling operators from other EU countries, but there are a number of issues which an operator must meet before they may offer legal online casino gambling. Operators outside Estonia are required to apply for a licence in order to operate in Estonia. For operators who find it economically not liable to acquire a license, Estonia allows subcontracting between the state operators and overseas online casinos. Licensing in Estonia depends on what type of internet gamblingor casino games will be used. Companies must show that they are incorporated and capitalized and submit background checks. Online casinos must have age verification in place and responsible gambling programs. The servers that determine the outcome of the game, must be on Estonian land accessible to regulators. Unlicensed online casinoswithout an agreement with Estonia will be blocked by the ISP’s when they are aware of the illegality of the casino.
